Celtic Consider Franchise Club In States

Celtic are exploring the possibility of starting a franchise club in the United States,  as they attempt to grow their global brand.
Initial talks have already taken place between representatives of the club and the North American Soccer League, which is the second tier league in the US.
A source at Celtic Park added : "The Celtic board has sent a template to the NASL executive board explaining what type of club we would be interested in taking over. We are confident that there will be an outfit over there that ticks all the boxes".

The Glasgow club are looking for a club that :

"Is vastly richer than any other club in the league and thus is able to lure any talented player from the opposition with the promise of a much bigger wage, in the process ensuring that no other outfit can ever challenge them for the league title;

Is never able to go to the next level and challenge for any major or meaningful honours due to an unwillingness to pay top dollar for a manager with a proven track record in a major league;

Expects every match official to give them every debatable decision and will claim conspiracy theories on the rare occasions this doesn't happen".

How could such a situation ever come about in the 21st Century ?
